Washington – the Non -Party Government Bureau of Responsibility published a report on Monday, containing the Federal Crisis Management Agency, violated the Act “After suspending or delaying the commitment” of the Congress approved by the food and shelter emergency program as well as the program of shelter and services.
The discovery is the sixth time this year Gao has determined that the Trump administration violated the law on stop control, which defines the legal process for the president to ask the Congress of canceling previously approved expenses.
Instead of observing this process, the GAO report says that Trump’s administration has significantly delayed the issue of notification about financing possibilities, the first step in granting a subsidy from the emergency food and shelter program. FEMA did not issue this notification of the shelter and services program.
FEMA programs provide food, shelter
Gao wrote 22-page report Delay in the emergency program of food and shelter notification of the financing possibilities “is an unacceptable suspension and violation of ICA”.
According to the Trump administration report regarding the shelter and services program, “they determine the intention of unacceptable postponement or exclusion of the obligation of budget power.”
The emergency and shelter program “complements and extends the current work of local non -profit and governmental social service in order to ensure shelter, food and services supporting people and families who experience or threatened with experience, hunger and/or homelessness”, according to Fema.
The program of shelter and services aims to provide momentary apartments to relieve overcrowding at federal immigration plants.
Congress rights
Gao also tried to strengthen the chapter of the authorities specified in the constitution in the report, explaining that the Congress approves the rights and that when the president signs these provisions, they should be implemented from this branch of the government.
“This process does not give the President the right to adopt his own provisions or to ignore or amend the act properly adopted by the Congress.” It results from the fact that executive orders cannot function to repeal or reverse the regulations. “

“The same guy who claims that he wants to get people out of the streets, blocks funds for the community to fight homelessness. Donald Trump and Russ Vaught must immediately allow these resources to flow, and republican legislators must join us, insisting that every part of this fund comes to the door in an honest way.”
