Republican legislators have introduced a modern bill in Ohio Statehouse, which would forbid the personnel of public schools to refer to transgender students under any name not listed on their original birth certificate.
Public schools that do not comply can risk losing the percentage of critical financing of the state.
Ohio House Bill (HB) 190 “Act on a given name” It applies only to transgender students and would not prevent cisgenders from using miniature versions of ordinary names, such as Anthony, Michael or Elizabeth.
The bill is almost identical to Legislation of the anti-transgender model Made by Heritage Foundation -Masowo-influential extremely right-wing Think Tank for anti-lgbtq+ Project 2025.
What is the “Act on the given name”?
HB 190 would clearly prohibit lecturers and employees in public schools in Ohio “consciously and intentionally”, performing any of the following:
- “[Requesting] Students offer their names or transgender pronouns “
- Calling students “under the name or pronoun, which is not in line with the student’s biological sex without the written consent of the parent or legal guardian.”
- Informing students about their own pronouns or the title “If pronouns or title are incompatible with the biological sex of an employee or contractor”.
- “[Requesting] That the student provides preferred pronouns or a title that is incompatible with the student’s biological sex. “
- Calling to students “Surname other than the name listed in the student’s birth certificate or derivative of the name mentioned on the student’s birth certificate, without the written consent of the student’s parent, legal guardian or guardian.”
- “[Requiring] An employee of a public school or a contractor to turn to any person using the name other than the legal name of the individual or derivative of this name or pronoun or title, which is incompatible with the biological sex of a person. “
- Using any “pronoun or title” for students considered “inconsistent with the student’s biological sex, unless the employee or contractor has the written consent of the parent, legal guardian or guardian of the student.”
In addition, the bill clearly requires that teachers and other school employees report transgender or sexual students to school administrators in the event that they ask them for a modern name or pronouns in the class:
“If the student asks for accommodation from an employee or contractor of a public school, which aims to confirm the student’s sexual identity, including the conclusion that the employee or contractor has turned to the student by name, pronoun or title, which is inconsistent with the biological sex of the student, the employee or contractor will submit this application to the school administrator, and the school administrator submit a student’s application to parents.”
The Act would also require the State Department of Education and Working Service to establish modern procedures for collecting and assessing complaints regarding alleged violations of law.
Maintaining financing of state education
The Act with the name specifies several criminal funds for violating the law, including the investigation by Department of Education and Working Form Ohio and “Ten percent of state financing abstained every month until the school proves to be compatible.”
According to Educational data initiativeOHIO takes 36th place in the field of expenses and financing, and currently provides $ 9.74 billion for state financing for public education K-12-in total about USD 5,796 per year for each of each of each of each 1.6 million students of public schools in Ohio.
HB 190 specifies that parents will be determined the complaint process, which will be determined so that parents submit alleged violations.
