Ohio’s 2025-26 LGBTQ+ Legislation Guide (136th General Assembly)

What would this bill do?: The bill would redefine “affirmation” as a parent’s right to recognize a child’s gender only at birth, including the right to:
– Only employ your child’s legal name at birth.
– Only employ pronouns that match your child’s gender assigned at birth.
– Seek mental health aid to move past your child’s transgender identity.
– Refuse to consent to any physical or mental health services for the purpose of gender reassignment.

The bill would also:
– Prevent parents from being accused of abuse and neglect if they refuse to recognize their child’s transgender identity and only recognize the child’s gender assigned at birth.
– Prevent public children’s services from setting a case plan requiring a parent to provide “social or medical intervention to confirm the child’s gender” [assigned at birth]”.
– Prevent state agencies from taking any action against a parent if their only complaint is their denial of their child’s transgender identity.
– Prevent state agencies from withholding any information from parents about their child’s gender identity.
– Prevent courts from taking into account the fact that a parent does not affirm his or her transgender child when awarding parental rights and responsibilities in the custody of children.
– Prevent state agencies from collecting information about a minor’s LGBTQ+ identity without parental consent or maintaining a database of parents who deny their child’s LGBTQ+ identity.

The bill would also require that no State contractor provide any instruction, training, materials, or curriculum that includes the following content:
– The act of confirming a minor’s gender constitutes abuse or neglect, creates a risk of abuse or neglect, or creates an unsafe environment;
– Gender reassignment for a minor is a solid, evidence-based treatment for gender dysphoria or that gender reassignment reduces the risk of suicide in minors struggling with gender dysphoria
– Mental health and mental health treatment that confirms a child’s gender is conversion therapy.
– A child will be at greater risk of self-harm if placed in the care of someone who does not confirm their transgender identity.
